Hawaii, on the other hand, is a grab-ass free for all, because the Director of Natural Resources IS an aquarium collector, representing the best interests of the trade and not the people or reefs of Hawaii. All 3 Hawaiian seahorse species are all listed on CITES APPENDIX 2 as "vulnerable to extinction," but the Hawaii Natural Resources Director will not recognize federal protection guidelines for seahorses, because the State has conducted no assessment.
